Make a paper airplane (the count or the pirate’s Secret would be good) and throw it without adjusting the elevators.

See how it flies.

Now bend the elevators up a little and throw it again.

Adjust the plane until you get a smooth flight.

Keep bending the elevators up and notice how this makes the plane fly more slowly.

Eventually, the elevators will be bent up so much that the plane will stall because it is trying to fly too slowly.

The amount of up elevator that makes this happen is different for every plane.
